Jeremy Corbyn will commit Labour to fighting the next election on an open-door European Union immigration policy, claiming that demands to curb numbers “fan the flames of fear”.

Just three months after a voters’ revolt on immigration delivered Brexit, Mr Corbyn will say today that Labour won’t seek extra control over numbers as part of negotiations to leave the EU.

“A Labour government will not offer false promises,” Mr Corbyn will tell the Labour conference in Liverpool. “We will not sow division or fan the flames of fear.” He will claim that the “real issues of immigration” are exploitation of migrant labour and “pressure on hard-pressed public services”. He will promise action on both with extra cash for “communities absorbing new populations”.
